SENASA has been qualified as a SAFA/SANA Ramp Inspectors Training Organisation

 

 

Safety Assessment Foreign Aircraft (SAFA) Inspections are part of a European Community Safety Programme and is mandatory in all EU Member States and in all States with which EASA signed agreements on SAFA Working Arrangement. In total 42 States are part of this Programme.

 

These inspections mandated by Commission Directive 2004/36/EC follow a procedure common to all Member States and are then reported on using a common format. If an inspection identifies significant irregularities, these will be taken up with the airline and the oversight authority. Where irregularities have an inmediate impact on safety, inspectors can demand corrective action before they allow the aircraft to leave.

 

The inspections are performed on foreign State operators by SAFA inspectors  that must be properly qualified following an initial SAFA training in accordance with guidelines detailed in Comission Directive 2008/49/EC.

 

SAFA Programme mainly uses ICAO Annexes to evaluate the aircrafts inspected. For Air Operators three Annexes must be considered in detail. These are Annex 1 (dealing with personnel licensing including flight crew); Annex 6 (dealing with the operation of the aircraft) and Annex 8 (dealing with airworthiness).

 

After this SAFA Initial Training participants will have gone through all of the mandatory requirements included on the Comission Directive 2008/49/EC including ICAO & European regulation knowledge and training in the specifics of the inspection items and procedures. In order to be able to perform SAFA inspections it is mandatory that the inspectors have followed initial SAFA training.

 

 

SENASA BACKGROUND AND EXPERIENCE ON SAFA

 

SENASA is a Spanish State Organisation which acts on behalf of Spanish NAA SAFA & SANA Inspections. Since 2005 SENASA has performed more than 5000 SAFA inspections and more than 3300 SANA Inspections (similar to SAFA inspections but for Spanish registered aircraft).

 

SENASA has obtained qualification form AESA (Spanish Agency for Aviation Safety) as Training Organisation of SAFA/SANA Ramp Inspectors according to Commission Directive 2008/49/EC (Qualification Certificate).Documento Acrobat Reader (formato pdf)

 

In benefit of Operational Safety, SENASA would offer NAA and Operators its wide experience on making SAFA Inspections. In fact it is one of the European Organisations which has carried out a higher number of such Inspections.

 

A very important added value to this course is that participants will be able to get first hand knowledge from instructors with a vast experience on performing inspections. Learned lessons through the years and practical approach would very much appreciated by the attendees.

 

SENASA has won the contract from the European Aviation Safety Agency (EASA) for the organisation of two SAFA courses in Central America.
