SMS- AERODROME SAFETY MANAGEMENT SYSTEMS

The management and operation of the aerodromes, requires managing various organizational processes, for example finances, budgets, communications, and allocation of resources. In recent years, the safety management has been added to this list of organizational processes. Safety management is now part of the business management as much as the other traditional organizational processes are.
The safety management system (SMS) for aerodrome operators is a systemic approach for the safety management that includes the organizational structure, lines of responsibility, policies, processes and procedures needed for the identification and analysis of the hazards and their consequences, as well as the control, elimination or mitigation of the risks that affect safety at aerodromes. In order to reinforce the notion of the safety management as a business management process, the new requirements of safety management of ICAO include provisions for the establishment of responsibility lines throughout the organization and high managers.
The requirements requires to the States the responsibility for establishing a Safety Program (SSP) and, as part of that program it requires that the aerodrome operators implement a safety management system (SMS) and establish acceptable levels of safety performance (ALOSP) for the activities or provision of aforementioned services.

Course objetive:

To develop the knowledge and implementation of the concepts on safety management for aerodrome operators, as well as the understanding of the international standards relating to the safety management included in Annex 14 – Aerodromes – of the Convention on International Civil Aviation, and
To apply the necessary knowledge in order to implement in the daily operation of an aerodrome the key components of a Safety Management System (SMS), complying with the international standards and the national regulations of the State.

Personnel of the ground operations direction and of the direction of maintenance of facilities and infrastructures and radio aid for air navigation, training staff, and directors or managers of airport safety and safety of aerodrome operators, as well as contractors and sub-contractors of technical, workshop, and support activities of the aerodrome operation and its installations.

Participants must have a basic technical-aeronautical knowledge and a minimum of two years of experience in aerodrome operations, instruction and training of ground staff, control of the air and ground operations, or maintenance of the airport infrastructures.
