PILOTS AND INSTRUCTORS, EXAMINERS AND EVALUATORS TRAINING OF UAS IN THE "SPECIFIC" CATEGORY UNDER THE AUTHORIZATION REGIME

This course is designed to train drone (UAS) pilots who will operate in the "Specific" category under operational authorization, as well as UAS instructors examiners, and evaluators who will work in Designated Training Entities.

European UAS regulations require that any remote pilot wishing to operate in this category under operational authorization must receive specialized training.

Furthermore, Royal Decree 517/2024 establishes the requirements that entities providing this training must meet and the conditions that UAS instructors, examiners and evaluators must meet.

SENASA offers this course with a dual certification:

  • Theoretical training certificate for UAS pilots in a specific category, under operational authorization.
  • Certificate of preparation for UAS pilot instructors, examiners, and evaluators.

Note: This second certificate prepares for the official AESA exam, but is not mandatory for providing training in national (STS-ES) or European (STS) standard scenarios.

Course objectives

  • To train UAS pilots in all the theoretical knowledge required to operate in the "Specific" category with operational authorization, fully covering the syllabus presented in Annex 1 of the AESA "Guidance material on the training of remote pilots in a specific category under authorization."
  • To prepare future UAS instructors, evaluators and examiners, following the official AESA syllabus.

Target audience

  • Drone pilots who wish to be certified to operate in the "Specific" category under authorization.
  • Future UAS instructors, examiners and evaluators who wish to work in Designated Training Entities.

Regulatory background

  • Commission Implementing Regulation (EU) 2019/947 of May 24, 2019.
  • Royal Decree 517/2024 of June 4, developing the legal framework for the civil use of unmanned aircraft systems (UAS).

Course contents

  • Aeronautical Regulations.
  • Navigation.
  • Limitations of Human Performance.
  • Airspace Operating Principles.
  • Considerations Related to Ground Risk.
  • Technical and Operational Measures for Airborne Risk Mitigation.
  • Thorough Knowledge of UAS and External Systems Supporting UAS Operations.
  • Meteorology.
  • Operating Procedures.
  • Data source management.
  • Non-conflict scheme. Implementation of a non-conflict scheme.

Course access requirements

According to the AESA guide "Guidance material on the training of remote pilots in a specific category under authorization," all remote pilots wishing to conduct operations in the "Specific" category under authorization must first complete self-training in practical skills for subcategory A2. For this purpose, it is necessary to possess the "Online training completion certificate" issued by AESA, obtained after passing the training course and exam for operations in subcategories A1/A3.

Therefore, given that this course is a prerequisite for any future operations that the remote pilot may perform, it is not mandatory to have the "A1/A3 online training completion certificate" prior to taking the course, although it is recommended to optimize course follow-up.
